Opening up Members States’ rail infrastructure to competition to the fullest extent within a short timeframe could have disastrous consequences for the public service role played by national rail companies. It entails the risk that profitable trans-European lines would be monopolised by a number of big operators, while less profitable secondary networks would be left to small operators. Thus far, the Commission has failed to present an assessment of the consequences of rail liberalisation and the separation of rail infrastructure and operations. This proposal for complete liberalisation is very premature. This is why I voted against it.
