The next item is the statement by the President-in-Office of the Council on the programme of the Italian Presidency.

I now call the Prime Minister of Italy, President-in-Office of the Council, Mr Berlusconi, to introduce the programme of the Italian Presidency to the House.
(As the President-in-Office of the Council rose to speak, Members from the Group of the Greens/European Free Alliance held up placards stating in various languages that all are equal before the law; protests from Mr Pannella)
We have one President in the House, Mr Pannella. I will deal with this matter from the chair.
Colleagues, you have made your point. I ask you now to respect the dignity of the proceedings, to put away those placards and allow us to hear with dignity the message of the Italian Presidency.
