Today's vote, which was a first reading, required only a simple majority. Whether or not we had a qualified majority was not at issue today. That will be an issue at another stage of the procedure. As you know – and I heard your point – the House is sovereign. I followed the correct procedure, I put the question to the House, I followed the advice of the rapporteur, I invited the committee chair to speak, a majority expressed itself in favour of proceeding and I then did so, as is my duty.
