to be effective, it is essential for there to be permanent cooperation with the signatories from outside the Union. The participation of Norway, Iceland, Liechtenstein and the Swiss Confederation in the work of the committees which assist the European Commission in the exercise of its executive powers in this area therefore seems obvious. By signing the agreement, we will enable these countries to take part in policy discussions concerning regulation of the Schengen area and to present their position and report problems. In accepting the resolution, I express consent to conclusion of the recommended arrangement.
