95% of all published works are never converted into ‘accessible formats’ for the blind, visually impaired or dyslexic. Unfortunately, there is, at present, no international legal standard for a targeted exception to copyright rules for cross-border distribution of formats adapted for print-disabled people. This is why I voted for this resolution – so that the Council and Commission will vote in favour of a legally binding international treaty to improve access to books for those people affected by this shortage. This resolution follows a petition by the World Blind Union, the European Blind Union and the Royal National Institute of Blind People.
