Access on the part of the blind to written culture is still very limited, with only 5% of the European publications being made available in accessible formats. Their training opportunities, especially in the field of sciences, are extremely low due to the lack of textbooks and courses made specifically for them. To meet this challenge, the Council and the Commission should support the World Intellectual Property Organisation Treaty on copyright for books and other printed materials intended for the blind and visually impaired people.
