While the preparation of delegated acts and implementing acts by the Commission is necessary to ensure the implementation and effective application of decisions adopted by the Council and the European Parliament, Parliament must have the right of scrutiny of these acts, as part of its role in monitoring the Commission. This will clearly be the case with this text, which lays down the procedure to be followed. I have therefore given it my full backing. It is essential that the EU acts in the sole interests of its citizens and that they have the right to scrutinise all legislative steps.
