I voted for Ms Serracchiani’s report on recasting EU rail transport legislation because it consolidates two key objectives: (i) to make progress in creating a cross-border European railway market, without which a true internal market cannot exist; (ii) to strengthen conditions for rail transport efficiency and enable competition with road and air transport, which do not internalise their extra environmental costs. I also believe that a single European-level railway market cannot be effectively regulated in a fragmented way between national regulators. The creation of a pan-European regulator is therefore required. Hence, the solution put forward of a Board of National Regulators, chaired by the Commission, must be seen as an intermediate solution, as a step towards the creation of a future EU railway regulator, without harming national regulators as decentralised bodies at national level.
