– In favour. This is a relatively uncontroversial own-initiative report calling on the Commission and the Member States to take action to make Europe more attractive to outside investors. Key points in the report are: (i) Maximising cohesion policy benefits through highlighting the regions’ comparative advantages and innovation opportunities and their importance for growth, investment and employment and promoting the use of EU funds as a catalyst for attracting additional financing from the EIB, EBRD, other international financial institutions and the private sector; (ii) Addressing human capital needs and potential through the promotion of high-quality education institutions and education and professional training and the mobility of students, researchers, professors and workers; (iii) Ensuring stability and improving access to finance through the EU taking a more active role and committing to a globally coordinated regulatory response and closer cross-border cooperation, making banks more robust and promoting equity financing to reduce dependence on banks, among others.
