– Mr President, it would be a shame if Parliament were to approve a substandard agreement. The rapporteur has rightfully pointed out that it is not in our capacity to guarantee that the vague language of ACTA will not be used at some point for the wrong purposes. Civil society has mobilised against ACTA on a remarkable scale and has voiced concerns that the adoption of the agreement may potentially limit civil liberties.
The Commission, as well as the Member States, have failed to rebut those concerns and it cannot be denied that the text of the agreement is open to uncharitable interpretation. With those considerations in mind, it would be absolutely irresponsible to give a green light to ACTA as it stands. Parliament should not adopt an agreement that might undermine the rights and freedoms of our citizens.
